HOMELESS UPDATE AND DIRECTION REGARDING PROGRAMMATIC RESPONSES
Summary
Update on efforts to address homelessness and effects on community, overview of funding sources available to address homelessness, consider declaration of emergency shelter crisis and opportunities to provide temporary shelter beds and / or safe parking pilot program prior to the opening of two navigation centers in the North Service Planning Area.
Recommendation
Recommendation by the Community Development Department:
1. Receive and file report regarding homeless efforts undertaken by City and current and potential funding sources, including Homeless Emergency Aid Program funding.
2. Consider Resolution 2019-XX.
RESOLUTION NO. 2019-XX - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FULLERTON, CALIFORNIA, DECLARING A SHELTER CRISIS PURSUANT TO GOVERNMENT CODE SECTION 8698
3. Direct staff to solicit proposals for development of a Safe Parking Pilot Program for consideration by City Council.
4. Direct Staff to establish Ad Hoc Homelessness Task Force to develop coordinated response to homelessness and return to City Council with recommendations within five months.
