Recommendation:
1. Approve extension of outdoor dining and retail program until April 5, 2021.
2. Waive encroachment permit fees for utilization of public space for outdoor dining and retail use until April 5, 2021.
3. Authorize City Manager to make administrative adjustments to outdoor dining regulations and on-site parking requirements as needed to assist local businesses.
